List requirements.

Returns a paged list of requirement definitions configured for the organization, optionally filtered by id and/or requirement type. Each result includes the requirement's weight, its type-specific evaluation params, and its included/excluded category and product-type scoping. Use requirements/count instead if only the total count is needed.
